Charter non-binding referendum added to April 6 ballot

The Board of Selectmen voted Tuesday to add a non-binding referendum to the April 6 ballot regarding the town charter.

The question will read: "The current form of government consists of five part-time Selectmen, an appointed Town Administrator, and Open Town Meeting. Do you feel the current form of government is working in the best interests of the town?"

"I think it's a good idea to get a sense of the community in a very general way," said Selectman Jane Donahue. "This is a very general question."

Board of Selectmen Chairman Bruce Sauvageau stressed that the Board was not voting to either approve or disapprove of a change in the form of government. "We're just simply allowing this to be placed on the ballot," he said.

Selectman Walter Cruz expressed concern. "Just by putting it on as a referendum, that means you have doubts. So that's saying that there is something wrong with the form of government we have now," he said.

Charter Review Committee (CRC) Chairman Alan Slavin said the committee is just looking to see how the community feels about the charter, adding that only about 130 people total have attended meetings to discuss potential changes, which is not enough to determine what the town wants. The ballot question "is not pushing one version over another," Slavin said.

The CRC will propose the adoption of a town council plus mayoral form of government at Town Meeting.

In other business:

The Board voted to conduct an audit of Water Pollution Control Facility accounts, similar to the audit of the Health Care Trust Fund. Board members expressed a desire to get a better understanding of that department's budget.

The Board signed an agreement for wastewater collection, treatment, and disposal between the Town of Wareham and the Town of Bourne.

The Community Events Committee, which provides funding assistance for events, is looking to fill a position. Interested parties can submit an application at the Board of Selectmen office.

The Wareham Police Department has received a $109,000 assistance grant, a portion of which will be used to upgrade vehicles.
