Lease of Hammond by Boy & Girls Club executed, playground not included
After hammering out the finer details of the, the Board of Selectmen vote to execute the lease of the Ethel E. Hammond Elementary School to the Boys & Girls Club.
The Boy & Girls Club will pay $11,892 per year to lease a portion of the building that will include the auditorium, the upper auditorium area, four classrooms, the gym and the art room.
"It's similar in nature to the document that's been before the board in the past," said Town Attorney Richard Bowen.
Bowen said that the lease includes what he calls the "Holmes clause", so-named because of concerns expressed by selectman Steve Holmes.
"If the building develops a severe problem we have a right to terminate the agreement," if the cost of repairs exceeds the amount of money generated by the club's rent payments, Bowen explained.
The money collected through the lease will be put into an account separate from both the town and the schools. The purpose of the account is, in part, to maintain the building.
Although part of the reason for moving to Hammond from the club's former location on Viking Drive was to provide a playground for the kids at the club, the playground is not included in the terms of the lease.
The club was awarded a lease of the building last spring by the School Committee, but town officials realized after the fact that the lease of the town-owned building, in order to be in compliance with state procurement laws, must be put out to bid.
The Club secured a temporary lease for the summer of 2013.
After the lease was put out to bid, Wareham Child Care offered to pay $20,000 per year compared to the Boys & Girls Club offer of $11,892.
Despite the fact that the Boys & Girls Club offer was $8,108 less than that of Wareham Child Care, the club was awarded the lease because it had a higher rating based on a scoring rubric that rated each organization on six factors.
Those six factors are: Standard of practice, encouraging community coalition, encouraging communication, academic and non-academic supports, span of population served and accessibility of academic and non-academic supports.
Wareham Child Care had a mere two points less than the Boys & Girls Club.
Wareham Child Care operated out of the building for three years before it was closed by the School Department in 2012 for budgetary reasons. The School Department initially asked the town to take back control of the building, but the School Committee decided to rescind that offer.
