ADVERTISEMENT TO BID

The Wareham Housing Authority, the Owner and Awarding Authority, invites sealed bids for the Roof Replacement at the Redwood Park 667-2 housing complex, 34 Church Avenue, Wareham, MA, in accordance with the documents prepared by The Galante Architecture Studio.

The Work consists of: Replacement of roof shingles and underlayments, reworking of attic ventilation and insulation components, and related flashing replacements. The project budget is $642,400.00.

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com. Tutorials and instructions on how to complete the electronic bid documents are available online (Click on the tutorial tab at the bottom of the footer).

Bids are subject to M.G.L. c.149 §44A-J. General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the category of Roofing and must submit a current DCAMM Prime/General Contractor Update Statement (Form CQ 3).

General Bids will be received until 2:00 P.M., September 16, 2020, and publicly opened on-line, forthwith. All Bids should be submitted online at www.biddocsonline.com and received no later than the date and time specified above.

General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the Wareham Housing Authority. Each Bid must be accompanied by a bid security consisting of a BID BOND, CASHIER’s, TREASURER’s or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. Bid bonds shall be issued by a company qualified to do business in the Commonwealth.

There is a refundable deposit of $50.00 per set payable to BidDocs Online, Inc. Deposits may be electronically paid or must be a certified or cashier’s check. Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to the BidDocs Online, Inc., to cover mailing costs. Addenda will be posted to www.BidDocsOnline.com.

The successful bidder must furnish a performance bond and a payment bond, each in an amount equal to one hundred percent (100%) of the Contract Price from a surety company qualified to do business in the Commonwealth of Massachusetts, for the faithful performance of the contract.

Bidders shall certify that they do not, and will not maintain or provide for their employees any facility that is segregated on the basis of race, color, creed, or national origin.

This project is funded through the Massachusetts CDBG Program from the Massachusetts Department of Housing and Community Development and is subject to the regulations of that office and Title I of the Housing and Community Development Act of 1974 as amended. Neither the United States nor the Commonwealth of Massachusetts, or any of its departments, agencies, or employees is or shall be a party to this Advertisement to Bid or any resulting Contract.

Bidders on this project will be required to comply with all provisions of Executive Order No. 11246 (requirements for Affirmative Action and Equal Employment Opportunity), the Davis-Bacon Act, Massachusetts Wage Rates, Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hours Standards Act, regulations promulgated under the Occupational Safety and Health Act of 1970, and other applicable laws.

Attention of Bidders is directed to the requirements as to conditions of employment to be observed, minimum wage rates to be paid under the contract and affirmative action to ensure equal employment opportunity. Wages paid to employees must also comply with the minimum established by the Commissioner of Labor and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, c.149, §§26 through 27F inclusive, as well as federal wage rates pursuant to the Davis-Bacon and Related Acts.

The Wareham Housing Authority is an affirmative action/equal opportunity owner/purchaser. The Contractor must comply with requirements of the Commonwealth of Massachusetts Disadvantaged Business Enterprise Program and Affirmative Action requirements in connection with Equal Employment Opportunities. General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation goal reserved for such enterprises shall not be less than 10.4% of the final contract price including accepted alternates.

Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the Awarding Authority to be the lowest responsible and eligible bidder.

The bidder agrees that its bid shall be good and may not be withdrawn for a period of 60 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.

The Awarding Authority reserves the right to waive any informalities to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed as in its best interest.

The Town of Wareham, Massachusetts, acting through its Water Pollution Control Facility, invites sealed bids for “Town of Wareham, Massachusetts, Sea Street and Smith Avenue Sewer System Rehabilitation, Contract No. 2020-001”, in accordance with the Contract Documents prepared by BETA GROUP, INC., Consulting Engineers, 6 Blackstone Valley Place, Lincoln, RI 02865.

This project is subject to and the General Bidder is required to comply with the Commonwealth of Massachusetts Sector Specific Workplace Safety Standards for Construction Sites to Address COVID-19 dated May 18, 2020 (or as amended) included as an attachment to Section 01069, Health and Safety Requirements.

The location, general characteristics, and principal details of the Work are indicated in a set of Contract Documents, entitled “Town of Wareham, Massachusetts, Sea Street and Smith Avenue Sewer System Rehabilitation, Contract No. 2020-001”.

The work in this Contract includes, but is not limited to the rehabilitation of approximately 1,815 linear feet of sanitary sewers via cured-in-place pipe (CIPP) lining in the Town of Wareham, MA and the epoxy lining of approximately 12 sewer manholes.

Bids shall be on a Unit Price basis.

Bid Security: Certified, treasurer’s or cashier’s check or bid bond in the sum of five (5) percent of the Total Bid is required.
