No increase in annual sewer user fee for 2013

Sewer users will not see an increase in their annual user fee in 2013.

After hearing from Water Pollution Control Facility Director Guy Campinha, the Board of Selectmen on Thursday voted to keep the rate the same as this year's -- $596 per calendar year.

"One of the reasons why I think we should leave it the same is we've been diligent in living within our means," Campinha told the Selectmen.

Campinha explained that workers have kept chemical costs down and learned to do more activities within the sewer plant in an effort to decrease outside costs.

But, Campinha said, rate increases are going to be necessary. He explained that he will study the plant's costs and return to the Selectmen with a plan for the future.

The board can then "start adjusting the [sewer] rate slowly over the years to meet our obligations," Campinha said.

Selectman Alan Slavin was concerned, however, about banking money for the future.

"We're not putting any money away for future capital replacement of the infrastructure," Slavin noted.

Campinha agreed, and said those anticipated costs would be included in his plan.

Selectmen were happy to be able to keep the cost the same.

"The fact that you're able to come in here tonight and keep a level rate is a tribute to your accomplishments," Selectmen Chair Steve Holmes told Campinha.

Campinha acknowledged his workers for their help in keeping costs down.

"We do have a great staff," he said, "and they put up with me as I push and push."
