Red Brook conservation land removed from Notos Group zoning proposal

The Notos Group’s proposed Hospitality, Recreation and Entertainment District has changed once again.

The new version of the proposal — which will go before voters during the Special Town Meeting on April 10 at noon — removes the Red Brook Conservation Area land from the district. 

During the Board of Selectmen’s March 16 meeting, the selectmen approved putting the newly revised rezoning article on the warrant with a 4-0-1 vote. Selectman Jim Munise voted “present.”

The Notos Group proposed building a horse racing track and casino on a parcel of land on Glen Charlie Road back in 2019 — a proposal that seems to have been dropped, although the company has undisclosed plans in-the-works for the new district, if it is approved.

A previous version of the proposal was set to encompass about one quarter of the town’s landmass, including the roughly 275-acre property on which the Notos Group had hoped to build its “racino.” The district was then cut down to about 963 acres, and has yet again been reduced to by an unspecified number of acres.

The selectmen said the Red Brook Conservation Area land was protected and couldn’t have been developed, regardless of whether or not the district is rezoned.

The district would allow a variety of uses including hotels, conference centers, multiple family dwellings, hospitals and riding stables. All projects would have to include an “indoor and/or outdoor commercial recreation facility or place of amusement and residential uses.”

The district still requires projects on at least 100-acre parcels and would require all proposals to go through a special permit process with the Planning Board, which gives the town a fair amount of say about what is built.

Currently, the land is zoned only for single-family homes on several acre lots.

Munise said he was tired of revisions to the zoning proposal. 

“I hope it kind of stops,” he said. 

Selectman Peter Teitelbaum was quick to point out that the warrant closes Friday, March 19. 

“It’s going to have to stop because this closes Friday,” he said. “We’re not going to meet between now and when this warrant closes, [...] so this is it.”
