Town Administrator begins budget discussions

Town Administrator Derek Sullivan handed Selectmen a draft of a balanced budget for the town, but said the School Committee has yet to review or vote on it.

“None of this, by any stretch, is the ideal or the ‘needs’ budget,” he said on Tuesday, stressing the numbers were the available funds.

As it stands, the draft is a $59,296,545 budget for fiscal year 2016. That figure does not include self-sustaining enterprise funds, but it does include about $1.3 million in new tax dollars.

Sullivan said the state aid is estimated at a $164,000 increase over the current budget.

He also said the school budget is currently slotted at a $769,000 increase, and that the “steady climb” of school choice costs is an area of continued concern.

“At some point we have to hit a saturation point,” said Sullivan. “We’re spending so much money on that.”

The complete figures on the budget were not released at the meeting, but the Finance Committee will receive them on Wednesday, Sullivan said.

He also said that money continues to be scarce.

“I really think that this community believes we suddenly come up with sums of money. It’s quite the opposite. We actually make reductions to get to this level.”
