Wareham Selectmen discuss potential articles for Town Meeting warrant

Aug 15, 2018

Wareham Selectmen discussed on Tuesday, Aug. 14, several potential items to include on the agenda for the upcoming Town Meeting, scheduled for Oct. 22.

Two articles put forth by Selectman Peter Teitelbaum concerned the Tremont Nail Factory District on Elm Street, which was purchased by the town back in 2004. Officials have increased efforts to prepare the site for redevelopment over the past two years.

Teitelbaum noted that the Massachusetts Department of Environmental Protection has issued a notice of responsibility to the town of Wareham for the removal of hazardous materials from the site.

If the town fails to take responsibility for cleaning the location, Teitelbaum said the Mass DEP will take over and leave Wareham with the bill.

While Teitelbaum did not give the exact cost for decontaminating the site, he said it would be much cheaper for Wareham to take on the issue than wait for the state to get involved.

Teitelbaum's other proposed warrant concerned zoning for the Tremont Nail Factory District.

Due to current zoning regulations, several business owners who expressed interest in opening at the site learned that wouldn’t be possible. Those businesses included a pottery studio and distillery. An article from the town redevelopment authority could potentially change this zoning for the district, allowing those businesses to move in.

Potential articles from Selectman Chair Alan Slavin sought to crack down on sign bylaws and potentially change Wareham's housing market from Boston to New Bedford.

According to Slavin, Director of Planning & Community Development Ken Buckland is still researching if the potential move is even possible. The change could potentially lower affordable housing rates imposed by the state.

Lastly, Selectman Patrick Tropeano proposed a warrant that would require all houses in Wareham to have uniform house numbers.

According to Tropeano, this move would allow for faster response time in emergency situations such as fires.

With Selectman Anthony Scarsciotti and Selectman Mary Bruce both absent, the board did not vote to approve any of the discussed items.

All articles for the Town Meeting agenda are due Sept. 6.
