Opinion: Proposed zoning change puts the cart before the horse

To the Editor: 

Regarding the campaign to rezone a 963-acre parcel off of Glen Charlie Road, I think it advisable that the voters in Wareham be provided information as to who the current owners of large tracts of land are. They are the real beneficiaries of the proposed rezoning. Those who own residences within the proposed hospitality zone could likely be losers if specifics are not provided. 

It would also be helpful to know if commitments have been made to the Notos Group that have encouraged them to pursue the rezoning despite the fact that they are no longer considering building a racetrack and casino within the area to be rezoned. 

Now that those plans have been shelved, it is difficult to understand their persistence in pushing the rezoning when they say they have no specific plans. Despite having no written plans, the NOTOS Group has identified details as to the architecture and facades for what is to be built therein. 

It is difficult to comprehend how the Notos Group, through their consultants FXM Associates, can project the town will forgo $930,000 and $1,500,000 in tax revenue if the zoning change does not pass without identifying what is to be built on the land. 

To suggest that voters should rezone the area and then learn later what developments might be considered seems to be putting the cart before the horse. It would benefit all parties if the Notos Group would provide clarity as to what they are considering doing. The fact that Notos Group is pushing this rezoning to benefit the town of Wareham, without any specific plan or exclusivity or commitment from the town or existing landowners, is difficult to accept.
