Three men arrested for failing to register as sex offenders
Three men were arrested in Wareham at the end of last month for failing to register as sex offenders, according to police.
Detective Sgt. Michael Smith and Detective William deSilva of the Wareham Police Detective Division arrested the following three men for failing to register as sex offenders as required by the Sex Offender Registry Board:
Jason P. Ray, 46, of 34 Church Ave., Apt. 12, in Wareham was placed under arrest at the Church Avenue residence on July 29 after he was found hiding in the apartment. Ray was also placed under arrest for three separate outstanding warrants.
John Kapalka, 34, of Brandy Hill Apts. No. 11D in Wareham was placed under arrest at the Cape Cod Nursing Home in Buzzards Bay on July 31.
Harold Fratus, 49, of 35 Summer St., Kingston, MA was placed under arrest at Percy’s Restaurant on July 29.
Of the three, only Ray was listed on the Sex Offender Registry Board's website, where he is classified as a Level 3 offender.
In 1991, Ray was convicted in Boston of indecent assault and battery on a person age 14 or older and rape and abuse of a child. In 2000, he was convicted in Dorchester of rape and abuse of a child.
Level three offenders are said to be a high risk for repeat offenses, while Level 2 are said to be a moderate risk.
The three males were scheduled to be arraigned on the charges at Wareham District Court.
