A Wareham man was arrested in Plymouth Monday morning after officers witnessed a “hand-to-hand” drug transaction in West Plymouth Square on Carver Road.

Captain John Rogers of the Plymouth Police Department said that Philip Torrance Jr. of Oak St. in Wareham was arrested after officers in the Plymouth Police Department’s Street Crimes Unit made observations that led them to believe a drug transaction had taken place.

According to Rogers, officers investigated further, and said that Torrance had allegedly sold a small amount of marijuana to James Coffin, 48, of Kingston.

Torrance was charged with possession of a Class D substance with intent to distribute and conspiracy to violate drug laws. Coffin was charged with conspiracy to violate drug laws.
