Wareham wants mobile homes counted as affordable

Wareham Town Meeting voters have again asked state lawmakers to count local mobile homes as “affordable housing.”

If approved at the state level, the request will address a long-held complaint town officials have had with Chapter 40B, the state’s affordable housing law. It's identical to a proposal Wareham sent to Beacon Hill last year.

“We’re basically not being represented properly,” said Selectman Alan Slavin on Monday. “We’re not going to give up on this simply because it’s the right thing to do.”

If the request is approved, town officials will have more say in Wareham’s future.

Chapter 40B lets developers with projects that include low-cost units to avoid some zoning requirements. But only when affordable housing accounts for less than 10 percent of total homes in a town.

Right now, the number of affordable homes in Wareham is 7.7 percent. With Wareham’s exception in place, that number would climb to an estimated 11 percent.

The owner of Wareham’s largest mobile home park spoke in favor of the change at Town Meeting.

Jeff Hallahan, who owns Garden Homes Estates, said he represented the owners of the town’s 17 mobile home parks.

“We support it enthusiastically. We believe it’s a step in the right direction to restore a measure of control over planning and management decisions here in town,” said Hallahan.

With Town Meeting's approval, the request will be sent to the Joint Committee on Housing for a public hearing. It will either be recommended for approval, recommended to not be approved or sent to committee for study.
