West Wareham Walmart coming in early 2015

It's been in the pipeline for years now, but it looks like the Walmart Superstore in West Wareham will be a reality by early 2015.

The latest hurdle cleared by the super store was a "conservation management permit" from the state Department of Environmental Protection to build in an Eastern Box Turtle habitat, which they received Nov. 19, according to Walmart spokesperson Chris Buchanan.

"The grand opening, which usually occurs about a year after ground breaking, will likely take place in early 2015 based upon the expected ground breaking timeline," Buchanan said via email.

Selectmen Chair Peter Teitelbaum said that at a meeting two-and-a-half months ago between representatives from Walmart, Town Administrator Derek Sullivan, selectmen, the Board of Health, Planning and other town departments, a different timeline was presented.

"There was a meeting a couple of months back and they laid out a tentative timeline," said Teitelbaum. "At that time they thought they were going to begin land clearing at the end of this year," and open by August 2014.

Teitelbaum noted that the company does not need permission from the town to extend the timeline.

"As long as it's within the time frame that the permits allow it's the [Walmart's] decision as to win they'll break ground or open," Sullivan noted.

Walmart has been working to make the move from Cranberry Plaza in East Wareham to the area near Tobey Road and Cranberry Highway in West Wareham.  The 160,000 square foot store will sit on a 26-acre parcel of land.

"Land clearing and ground breaking will likely take place this spring," according to Buchanan.  "The earliest this can occur is April due to the turtle sweep required by the conservation management permit.

The company is phasing out smaller store like the one in East Wareham in favor of "super stores" that include groceries.

According to Buchanan, the larger location will mean more jobs in Wareham.

"This project will bring approximately 100 new jobs to West Wareham in addition to the number of existing jobs that will move from the current store," he said.  "The grand total will be about 300 associates working at the West Wareham store."

The Walmart in East Wareham is prohibited from selling groceries due to a deed restriction that disallows it from doing so because of its close proximity to Stop & Shop.

Walmart cleared one of the final hurdles for construction when it received it sewer permit Feb. 12, after resolving  a protracted disagreement with AD Makepeace over sewer usage. AD Makepeace invested $500,000 in sewer upgrades to accommodate the Rosebrook Business Park, located nearby on Route 28.

The store is expected to generate another 10,000 gallons of wastewater through the Springborn pumping station.

In 2012 A.D. Makepeace Senior Vice President James F. Kane wrote a letter to the Board of Selectmen stating: "Please know that the A.D. Makepeace Company did not spend $500,000 to improve the operation of that pump station and the related system so the world's largest retailer could escape responsibility for its wastewater."

In February, Walmart struck a deal with the town that included $50,000 given to the town from Walmart for sewer-related inflow and infiltration studies.

Walmart must place $100,000 into escrow account within 30 days of the sewer permit being issued.

Another $200,000 from Walmart will be put toward purchasing an ambulance or other safety equipment for the town.

If the sewer connection is not made within two years, Walmart may apply for a one-year extension, or go through the entire permitting process again.
