Selectmen close Town Meeting warrant

No new business can be added to the warrant for October Town Meeting. The Board of Selectmen closed warrant Tuesday after more than an hour of discussion and some confusion.

The discussion focused on several warrant articles proposed by various town committees. The Board of Selectmen must approve the committees' requests to add articles to the warrant. Selectman Cara Winslow was the lone vote against closing the warrant Tuesday.

“We put stuff on [the warrant] that is incorrect,” Winslow said following the meeting. “The whole purpose of this discussion was to vet the warrant. ... I don’t think it’s right.”

Winslow’s objections stemmed from a request submitted by the Affordable Housing Trust that was deemed questionable by town attorneys.

The trust is proposing the creation of a bylaw that would encourage the use of existing "accessory" apartments - apartments attached to homes - and apartment units in homes to obtain permits and the label of affordable housing, according to Affordable Housing Trust chair Sandy Slavin.

In an e-mailed letter to the Selectmen, Town Counsel associate Jason Talerman stated the trust’s request needed to be reworded and suggested postponing a Town Meeting vote on the proposed bylaw until spring Town Meeting. The letter was read aloud by Selectman Steve Holmes during the discussion.

It was unclear if the request Talerman referred to was an outdated version of the article submitted by the trust previously. The remaining four Selectmen pointed out that the trust could ask to table a vote on the article on Town Meeting floor if the article still needed more work.

Also on Tuesday, Capital Planning Committee chair Alan Slavin expressed concern that committee members did not have adequate time to review several monetary items on the warrant.

Slavin said Town Administrator Mark Andrews presented the monetary articles that would go before Town Meeting voters during a committee meeting on Thursday, September 9.

Some of the requests include approval of repairs to the Wareham Free Library and to allow the town to lease new school buses.

Slavin told the board that the Capital Planning Committee has not yet discussed the requests so he was not able to provide more information for the Selectmen.

Andrews was not in attendance Tuesday.

Town Meeting will begin on Monday, October 24 at 7 p.m. in the Wareham High School auditorium.

In other town business:

For the second time in less than a month another full member of the Board of Health has resigned.Thomas Gleason stepped down from the position, leaving the board with just one full-time member.

There are now two openings for full members on the Board of Health. The Selectmen will begin the selection process for the two vacant seats next week.
