Citizens, board confused about votes on Town Meeting issues
So what did the Board of Selectmen do on Saturday?
In response to questions posed at Tuesday's regular meeting, Selectmen agreed that Saturday's votes were not clear and that some of the work may need to be redone.
On Saturday, Selectmen gathered to review and vote on articles submitted for action at April's Town Meeting. Before the Town Meeting warrant can be "closed" and published, Selectmen need to decide whether to place each proposed article on the warrant. With a March 12 deadline looming, the Saturday meeting was called to get that done.
Of course, a vote to let Town Meeting debate and vote on a proposal does not need to mean that Selectmen support the proposal -- just that they believe voters should have an opportunity to see it.
Typically, after the warrant is closed, Selectmen hold additional meetings to present Town Meeting with their recommendation on each of the proposals.
So Sandy Slavin, a member of the Community Preservation Committee with several proposals ready to go to Town Meeting, was a bit surprised when Selectmen on Saturday began debating the merits of individual proposals and taking votes on whether to recommend "favorable action."
Appearing at Tuesday night's regular Selectmen's meeting, she pointed out that the board is supposed to take two votes on each article: One to place it on the warrant, a second to recommend how Town Meeting should vote.
As Selectmen took just one vote on each article Saturday, Slavin wanted to know whether they'd voted favorable action on the articles, or to place them on the warrant.
"We were voting our recommendation," said Selectman Cara Winslow, who acted as Chair in the absence of Steve Holmes.
"Your support of the article?" Slavin asked.
"Correct," Winslow confirmed.
Noting that two votes are required, Selectmen Peter Teitelbaum said the board may have to revisit the warrant to avoid someone potentially challenging the validity of the Town Meeting.
"Every vote we took was for favorable action, but I think we're going to have to go back and have a second vote...to place these on the town warrant."
