Select Board recommends voters pass all Special Town Meeting articles
At the Jan. 7 meeting, the Select Board recommended voters approve all five articles for consideration at the upcoming Special Town Meeting.
The first article voters will hear at the Jan. 13 special meeting, a proposal to spend $100,000 on “solar experts” received recommendations of approval from three of the five board members.
Chair Judith Whiteside and member Jason Chadwick voted no, in opposition to recommending the article pass at Town Meeting.
“I believe it's not a good use of funds,” Whiteside said.
The other four articles received unanimous recommendations of approval from the board.
Town Administrator Derek Sullivan spoke on the behalf of one proposal to spend $600,000 on the purchase of 2.09 acres located adjacent to Town Hall at 80 Marion Road.
There are several structures on the property including a house. The town owns all the surrounding property and the land is zoned institutional, meaning it is to be used for governmental purposes.
Sullivan said although the land does not yet have a specific purpose, the town has many plans and projects that could utilize the property.
“It’s a nice way for us to secure our campus for the future,” Sullivan said.
Select Board member Sherri Quirk advocated for a proposal to change the zoning bylaws to confine all future large-scale solar arrays to a designated area.
The proposal would limit large solar development to the existing business overlay district, located north of Interstate 495.
Quirk emphasized that the proposal does not loosen other development restrictions.
“The bylaw preserves all the protections the planning board has developed for reviewing large ground-mounted solar installations,” Quirk said. “It's not a free for all where you can just go and build solar now.”
Voters will make the final decision on each article at 7 p.m. Monday at the Wareham High School Auditorium.
