April Town Meeting warrant shapes up

The Select Board voted to add a number of items to the warrant for the April 25 Town Meeting, and added a Special Town Meeting for the same time, which will have a later date for article submissions. 

In addition to a number of routine items voted on every year, including union contracts and approving the capital plan, seven citizen’s petitions were added to the warrant. Citizen’s petitions with at least ten signatures from registered voters are added to the warrant automatically. The board did not discuss what the petitions were about.

The Community Preservation Committee has asked the select board to include an article that would grant the 801 Main Street housing complex $300,000 - likely for expansion.

There are two sizable financial requests from the sewer commission: One for $3 million for sewer lines in Swifts Beach and one for $3 million for a line-force main from the Narrows to the Water Pollution Control Facility.

Select Board Alan Slavin said some of the lines in Swifts Beach are underwater due to the tides. Repairing or replacing the lines — it’s unclear which is proposed — will cut down on infiltration of water into the lines and cut off sump pumps that have been illegally connected to the sewer. That item would need to be paid for by borrowing, Town Administrator Derek Sullivan said.

The board also voted to add an item that would transfer ownership of the East School to the town, but expressed doubts about the feasibility of selling it.

The Affordable Housing Trust also submitted a request to be granted half of the town’s profits from the town’s tax title sales. Most recently, the sale of a home in Apple Street netted the town about $70,000 in profit.
