The Town of Wareham is seeking proposals for undertaking a program to update all Real Property for fiscal year 2025 in the Town of Wareham, Massachusetts. Sealed proposals will be received by the Town of Wareham, Administration Office, 54 Marion Road, Wareham, MA 02571 no later than 2:00 P.M on Thursday, July 6, 2023. The Request for Proposals may be obtained after 12:00 p.m. on May 18, 2023 by contacting the Town of Wareham, Administration Office, 54 Marion Road, Wareham, MA 02558 or online at www.wareham.ma.us/bids-rfp.

The Contractor will value the types of property identified in Section 1 in compliance with the General Laws of the Commonwealth of Massachusetts. The valuation and use of all property so described shall be determined as of January 1, 2024.

Comprehensive Service Plan for Support of the Comprehensive Service Plan for Support of Supervisory Control and Data Acquisition (SCADA) system for the Wareham Water Pollution Control Facility (WPCF). Sealed bids will be received at the office of the WPCF, located at 6 Tony’s Lane, Wareham, MA 02571 on behalf of the Awarding Authority until 11:00 AM. on June 15, 2023, at which time bids will be publicly opened and read. PUBLIC NOTICE

Pursuant to Executive Orders 11988 (Floodplain Management) and 11990 (Wetlands) and Federal
Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of
Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Hazard Mitigation Grant Program (HMGP) funding for an action located in a floodplain and wetland. Funding would be provided through the Massachusetts Emergency Management Agency to the Wareham, Massachusetts to the Maple Springs Water Purification Plant (WPP) project.

The action is located on Maple Springs Road in Wareham, Massachusetts. The project would involve the installation of six (6) standby generators to provide residents with a reliable source of water during power outages. There are currently no generators or backup power sources at these locations. Each site would have a 50-foot x 20-foot staging area. Approximately 6,800 SF of
ground disturbance would occur for trenching and pad placement. No tree removal would occur.

At the Maple Springs WPP, work would include the installation of a new 125 kW propane generator, concrete pad, electrical wiring and conduit, propane gas piping, bollards, and associated appurtenances. The pad would be 6-FT by 13-FT and located south of the WPP dedicated gravel area. The generator would connect to two existing 1,000-gallon propane tanks and an automatic transfer switch (ATS).

At Wells No. 1, 2, 3, 4, and 9, work would include the installation of a new 125 kW propane generator at Wells 1-4 and a 200kW propane generator at Well 9. At each location, a new ATS, two (2) 1,000-gallon propane tanks, two (2) concrete pads, 50-foot by 22-foot gravel area, perimeter fence, electrical wiring and conduit, gas piping, and appurtenances would be installed. The generator pads would be 13-foot by 6-foot and the propane tanks’ pads would be 13-foot by 20-foot. The generators and propane tanks would be located in the gravel areas at each site, which would be enclosed with a perimeter chain link fence. The existing propane-fueled right-angle drives (RADs) would be demolished.

Well No. 1 is located in close proximity to the Special Flood Hazard Area (SFHA; Zone AE) and
the staging area is partially located within the SFHA (Zone AE). Well Nos. 2-4 are not located in
mapped wetlands; however, work at these sites will take place within 100 FT of wetlands. Well No. 1 is not located in mapped wetlands; however, work at this site will take place within 50 FT of wetlands. The Maple Springs WPP site and Well No. 9 are not located in or near a floodplain or wetland. Temporary construction could impact the floodplain and wetlands. However, proper engineering and design plans would be followed, which would minimize impacts. Maps of the area of available upon request.

The project must in be partially within a floodplain and near wetlands because relocating the Maple Springs WPP is not practicable; further, impacts to the floodplain would be temporary, as the equipment staging area for Well No. 1 is located partially within a floodplain. Alternatives considered include the no action alternative and installing shared well generators instead of individual ones. Installing individual generators at each of the wells would allow the District to maintain water service and continue to treat water during power outages. It would also minimize the likelihood of multiple wells becoming unusable due because a generator outage can be localized to one facility. Grant conditions would also require compliance with all federal, state and local laws, including coordination with the local floodplain administrator.
