LEGAL NOTICE

Pursuant to Massachusetts General Laws Chapter 30B, the Town of Wareham, acting through its Town Administrator will accept various sealed proposals for the Professional Golf Course Management and Maintenance inclusive of pro shop, food and beverage operations contract for Little Harbor Country Club beginning May 1, 2022.

The Request for Proposal (RFP) may be obtained by contacting the Office of the Town Administrator, 54 Marion Road, Wareham, MA 02571, and (508-291-3100 ext. 3107) or on the Town’s website www.wareham.ma.us under Bids & RFPs.

Sealed bids must be received no later than 11:00 a.m. Thursday April 7, 2022 by Derek D Sullivan, Town Administrator, 54 Marion Road, Wareham, MA 02571.

A mandatory preproposal meeting and site visit is scheduled Wednesday March 29, 2022 at 9:00 a.m. Interested parties will meet at the Management and Maintenance facility (clubhouse) of the Little Harbor Country Club, 1 Little Harbor Road, Wareham, MA. Questions on this RFP will be accepted until 11a.m. EST Friday April 1, 2022.

The Town Administrator & Chief Procurement Officer as awarding authority may reject any or all bids, or waive minor errors or omissions, if it is in the best interest of the Town to do so. The contract will be awarded to the most advantageous bidder that meets all the criteria specified in the RFP.

Memorandum of Understanding
for the creation and approval
of a Conservation Restriction
on the Little Harbor Country Club
Wareham, MA

The Town of Wareham (the Town) is planning to purchase the Little Harbor Country Club (LHCC). Special Town meeting of 2/22/2022 approved this purchase and the use of CPA funds. Per State Law, a Conservation Restriction (CR) is required on the property, and that CR must be held by a qualified 3rd party. This Request for Proposal (RFP) is to solicit proposals from potential CR holders.

Prior to the closing of the purchase of LHCC, a Memorandum of Understanding (MOU) will be required between the town and the selected CR holder. The RFP is available at the Town Administrators office and can be found on the Town’s website at https://www.wareham.ma.us/bids-rfps. The last day for questions is April 4, 2022 and proposals are due April 11, 2022 at 1:00 p.m.

The Town reserves the right to waive informalities, to cancel this solicitation or to reject any and all proposals, if deemed to be the best interest of the Town. The Wareham Town Administrator will be the awarding and contracting authority on the Town’s behalf. The Town does not discriminate on the basis of race, color, national origin, sex, religion and disability in employment or provision of services.

The Town reserves the right to modify any requirements of this RFP if it is in the public interest.

Explanation: The Wareham Fire District, Fire Department and the Town of Wareham Police and EMS Departments are applying jointly for a fiber optics cable grant made available through the State. The fiber will be run to our communication tower sites, and dispatch centers, giving the public safety agencies dedicated lines greatly enhancing our communications abilities. These funds will only be used if the Grant is awarded.

This upgrade will allow us to contract with another radio box company and interface radio box components with our current system

Article 8: Communication System Upgrade

To see if the District will vote to raise and appropriate or transfer from available funds the sum of $226,000.00 for the purpose of renovating and upgrading our dispatch center at 273 Main Street, Station 1, replacing communications equipment at our tower sites and adding a backup dispatch site at Station 2 for emergencies, or to act anything thereon, or thereunto

Explanation: The current Dispatch area is original to the 1961 building and has had limited upgrades over the years. Our Dispatch console by Motorola is no longer technically supported as of January 1, 2022 and needs to be upgraded. Additionally, our communication repeaters located at our tower sites are all over 20 years old and are beginning to fail.

This request will only be part of the over-all communications project. The other part will be dependent on the Fiber Grant being awarded

Article 16: Water Storage Tanks Rehabilitation

Explanation: This article will fund the rehabilitation of the District’s two largest water storage tanks. It has been over 20 years since these tanks have been restored and both need rehabilitation to maintain proper sanitary conditions. Full encapsulation of each tank of other approved containment method, must be done to complete necessary rehabilitation of the inside and outside of the tank surfaces. Communication antennas must be removed, temporarily mounted on scaffolding or temporary structure, and will finally permanently remounted. The first tank rehabilitation will be completed before the start of the second tank.
