Paul A. Barnett Sr., 80, of Fall River, passed away on May 4, 2025, at Bourne Manor after a courageous battle with heart failure. Known for his joyful spirit and tireless devotion to his community, Paul's legacy lives on in the countless lives he touched through laughter, mentorship, and love.
Born in Boston, he was the son of the late George and Louise (Rose) Mendes, and spent most of his life in Wareham before moving to Fall River. He was the beloved companion of the late Judith Perry.
A proud veteran, Paul served in the U.S. Army on Okinawa during the Vietnam War. Following his military service, he worked for New England Telephone, Ocean Spray, and the Wareham School System, before retiring from the 4th District Court.
Paul was widely recognized and celebrated as the "Cape Verdean Clown," a beloved figure who brought laughter and magic to parades, town events, and holiday celebrations-often appearing as Santa Claus to the delight of children and families. His alter ego, "Touché Turtle," brought smiles wherever he went, earning him an enduring place in the heart of the community.
He was a natural athlete and a proud three-letter varsity athlete in track, football, and basketball at Wareham High School, where he set a state record in track and was later inducted into the school's Hall of Fame.
His passion for youth and community development led him to serve as a Junior Basketball Association (JBA) coach, mentoring young athletes and promoting sportsmanship, discipline, and joy.
Paul is survived by his children: Chaplain Colonel Paul Barnett Jr. and his wife Dr. Kim Barnett of Wareham; Robert "Nunu" Pires and his wife Leanne of New Bedford; Robin Barnett of Wareham; Rosemary Perry, Esquire, of Orlando; Rhonda Perry and her fiancé Shawaun Daniels of Fall River.
He also leaves behind his siblings: Sister Judith Barnett of Wareham; brothers Norman Mendes , Christopher Mendes, Joel O'neil of Wareham; Donald Collins and Anthony Barnett of California; Ronald Roach of New Bedford; Tillman Texeria of Boston; and Jonathan Mendes of Indiana.
He was the proud grandfather of 12: Paul A. Barnett III (aka "Soulgrim"), Jahven Isiaih Barnett, Hehvin Leigh Barnett, Ryan Pires, Devaughn Goncalves-Barnett, Zayden Perry, DJ Hajipour, Reign Daniels, Alanda Pires, Ta'von Pires, Ny'iel Pires, and Alic'yea Pires; and great-grandfather to Mia Pires, Nevaeh Cruz, Ana'leigh Pires, Nizia Pires, L-quan Arnum, Kyle Pires, Layla Pires, and Ja'nyleigh Pires.
He was preceded in death by his grandson, Derek Pires, as well as his brothers George Mendes Jr., Richard Augustas, Thomas Carrol, and Richard Barnett.
Paul leaves behind a host of nieces, nephews, extended family, and friends who will forever cherish his infectious laughter, compassionate heart, and commitment to bringing joy to others.
Visiting hours will be held on Monday, May 12th from 5-7 PM followed by a prayer service at 7 PM at Saunders-Dwyer Home for Funerals, 495 Park St., New Bedford. A graveside service with military honors will be held on Tuesday, May 13th at 10:45 AM at the Massachusetts National Cemetery in Bourne. Following his burial, his family would like to invite everyone to a Celebration of Life at the Dudley Brown VFW, 4 Gibbs Ball Park Rd. Wareham, MA 02571.
Though his red nose and painted smile may fade from view, the legacy of Touché Turtle will continue to dance in the hearts of those he made laugh, love, and believe in the power of joy.
