Town officials discuss financial audit
Selectmen and members of the Finance Committee met Tuesday to discuss the audit of the town for the Fiscal Year 2013 by Powers and Sullvan LLC accountants.
Craig Peacock, a partner with Powers and Sullivan LLC was at the meeting to discuss the management letter. The letter outlined some deficiencies within the town accounting, namely in the health insurance trust fund, where the account has been found out of balance each year since its inception in fiscal year 2005.
But overall, Peacock said he sees the town moving in the right direction over the last few years.
"The last three years we've seen the town establish a stabilization fund. We've seen a few years ago the free cash being used to balance the budget, sort of creating a structural deficit, we haven't seen that occurring [recently]. Last year [you] utilized the free cash to help the health trust issue," he said.
"I feel as all of those other little functions come together… they're now allowing your team more time and the ability to understand more so where the finances lie and develop a plan to address them."
Selectmen Patrick Tropeano agreed that the town is doing a much better job at our accounting procedures over the last few years.
"When we tell people what's going on we have firm footing as opposed to previous years," he said. But he also said that although the town is doing a better job of tracking the money, he said he didn't want people to think this meant the town was in perfect fiscal health.
Selectman Alan Slavin said, "We still have the issue that we don't have enough revenue coming in at the end of the day and that's something which no matter how good our accounting is you can't fix that except by changing the model of how you do business."
"I think there have been some poor decisions along the way in earlier fiscal years that have caused the town to utilize funds that maybe didn't need to be utilized then and there," Peacock said. "As opposed to three years ago… currently I feel that your financial departments are working together and funds will be accounted for properly budgeted properly and handled correctly."
