After a couple of false starts, a familiar location will be opening its doors with a new owner under the name Barnacle Bob’s.

The Board of Selectmen on Tuesday voted to approve a liquor license and an operating license for the restaurant, located at 2424 Cranberry Highway in West Wareham.

The restaurant most recently operated as Grille 28 and Pomodores before closing last year.

The new owner, Tim Ciaffoni of Wareham, said that his restaurant will stand in contrast to the relatively new development in West Wareham.

“I’m hoping to maintain the atmosphere of old Wareham,” said Ciaffoni. “It is an honor and a privilege to attempt to open the restaurant again.”

The restaurant will serve seafood, and there will be a lounge area where other menu items will be available.

Tuesday's approval came after a series of speed bumps for Ciaffoni.

When he appeared before the Selectmen on Jan. 15 for a public hearing regarding his liquor license, a lawyer for one of the abutters of the restaurant complained about previous owners allowing delivery trucks to block the abutter's access to her property.

The Selectmen delayed an approval of the license, but on Tuesday, Selectman Alan Slavin said there was no reason the board should hold it up.

“Bottom line is, we can’t tell people what to do. It’s a matter between two property owners," said Slavin. "It doesn’t fall under our licensing purview for a liquor license.”

Tuesday was the third time Ciaffoni had appeared before the Selectmen to deal with the license. He had hoped to get it approved at the Dec. 11, 2012 meeting, but was advised that the liquor license of the previous owner had not expired, nor had it been surrendered, and thus the Selectmen's hands were tied.

Liquor licenses expire Jan. 1 if the holder does not seek a renewal, so Ciaffoni was able to get the ball rolling again earlier this month.

Ciaffoni said Barnacle Bob's will be closed on Monday and Tuesday during the winter and spring. The weekday hours will be 4 p.m. to 11 p.m., and on Saturday and Sunday, the restaurant will be open until 11:30 p.m. He said he hopes to extend the hours for the summer season.
