INVITATION FOR BID

SEALED BIDS for Class I Bituminous Concrete and Miscellaneous Paving (Laid in Place) to be used for Town Roads and Sidewalks on an as needed basis commencing July 1, 2025 through June 30, 2026, with renewal options for two additional one-year periods shall be received at the offices of the MUNICIPAL MAINTENANCE DEPARTMENT, 95 Charge Pond Road, Wareham, MA 02571 until 2:00pm April 29, 2025. Bids must be made in a sealed envelope clearly marked “Class I Bituminous Concrete & Miscellaneous Paving (Laid in Place) April 29, 2025 at 2:00 p.m.”

MassDOT prequalification of contractors with the class of work as, Pavement Surfacing, for the project with an estimated value of $1,166,609.28 per fiscal year (based on FY26 Chapter 90 funding) will be required. Awarding Authority reserves the right to extend the contract for two (2) additional 12-month options. Valuation for purposes of MassDOT Prequalification is based on first year times three (3) to arrive at an estimated value of all bid items. The estimated value provided in the Invitation to Bid is for one year. Vendors are expected to be able to provide their services over three (3) years at three (3) times the initial estimated value.

Article 5: AFG Grant – REQUIRES 2/3 VOTE

To see if the District will vote to transfer from available funds known as Stabilization the sum of $11,370.00 representing the District’s share for an anticipated Grant Award administered by the Federal Emergency Management Agency (FEMA) If successful, the grant funds will be used to purchase Wildland Fire PPE and associated equipment.

Explanation: The Wareham Fire Department has applied to the Assistance to Firefighters Grant requesting $113,700.00 in Wildland Fire PPE and associated equipment. If awarded the District will be required to fund 10% of the project costs.

Article 6: AFG Cancer Grant – REQUIRES 2/3 VOTE

To see if the District will vote to transfer from available funds known as Stabilization the sum of $4,000.00 representing the District’s share for an anticipated Grant Award administered by the Federal Emergency Management Agency (FEMA) for a Health and Welfare grant program. The items requested in the grant include cancer screening and or testing for cancer.

Explanation: The Wareham Fire Department has applied for a regional grant to the Assistance to Firefighters grant in the amount of $40,000.00 with the towns of Marion, Onset, West Bridgewater, and Whitman to conduct cancer screening and testing available for our Firefighters. If we are successful in receiving this grant it will provide the best possibility of early detection in discovering cancer in the Firefighters, Cancer in the fire service has been on the rise and early detection for the Firefighters is key to the healthy success of our Firefighters. This article represents the 10% matching funds required as part of the grant.

Article 7: Vehicle Replacement

To see if the District will vote to raise and appropriate a sum of $130,000.00 for the purchase of a Ford F-550 SuperCab which will be used by the Master Mechanic. This includes all costs incidental and related thereto or to act anything thereon or thereunto.

Explanation: The new truck will replace a 2014 Chevrolet 3500 HD with approximately 70,000 miles. The current vehicle has extensive rot and corrosion in the utility box and subframe and is not expected to pass state inspection this year. The new truck will be slightly larger than the one it is replacing, allowing it more versatility and ability to make repairs outside of the Maintenance facility.

Explanation: The District applied for a FEMA Assistance to Firefighters Grant in the amount of $400,590.00 to update the physical fitness room and for specialized technical rescue training and associated equipment. The District was unsuccessful in receiving this Grant and is therefore requesting that the Article be rescinded and the funds returned to Stabilization.

Article 6: Rescind Article 24 ADM 4/10/23

To see if the District will vote to rescind Article 24 ADM 4/10/23 in the amount of $384,000.00 representing the District’s share of an anticipated appropriation from the Congressional Directional Spending Grant and return the funds to Water Surplus (Undesignated Fund Balance) or to act anything thereon, or thereunto.

Explanation: The District has applied for the CDS Grant for the past two years and has been unsuccessful. Although the District will continue to make applications for the Congressional Directional Spending Grant, the EPA does not require allocation of funds as part of the application. It is therefore requested that the Article be rescinded and the funds returned to the Water Surplus (Undesignated Fund Balance).

Article 7: Automated Meter Reading Technology

To see if the District will vote to transfer from available funds known as Water Surplus $1,105,000.00 for the purchase of Neptune meters, radios and antennae’s, including all costs incidental, and related thereto for water department use, or to act anything thereon or thereunto.

Explanation: The District would like to implement a meter change out program using Automatic Meter Reading (AMR) also referred to as radio “drive-by” technology. The upgrade will provide the Water Department with the capability of reading meters more often first targeting a quarterly basis when fully implemented. Major benefit of more frequently read meters will be the ability to identify high water usage (leaks) much sooner, stopped meters, backwards meters, frozen meters and other flagged issues. Eventually this technology will allow one employee to be reassigned from meter reading to other duties. This article funds the first half of a 6-year project. The second 3-year funding request is to occur in 2028.

Article 9: Station Maintenance and Repairs

To see if the District will vote to transfer from available funds known as Free Cash $100,000.00 for fire station maintenance and repairs. To include all costs incidental and related thereto or to act anything thereon or thereunto.

Explanation: The Wareham Fire Department has multiple outstanding building projects that need to be addressed. By keeping up with maintenance projects now, we hope to avoid costly repairs in the long term. Among the larger repairs to be made are roof repairs at station 4 and 2, window and doors repairs at station 1 and 2, installation of mini splits at station 1 and 2, electrical upgrades at station 2 and replacement of the generator at station 2.

Article 10: AES Radio Receivers

To see if the District will vote to transfer from available funds known as Free Cash a sum of $16,665.00 for the purchase of (2) AES 7705ii MultiNet Receivers to included all costs incidental and related thereto or to act anything thereon or thereunto.

Explanation: The Wareham Fire Department currently has (2) AES 7707i radio receivers that monitor the AES Box fire alarm reporting infrastructure. These radios have reached their end of life and are no longer supported with repairs or troubleshooting. The purchase of these receivers will ensure that our AES radio box fire alarm reporting system is fully supported.

Article 11: Vehicle Replacement

To see if the District will vote to transfer from available funds known as Free Cash a sum of $84,000.00 for the purchase of 2025 Chevrolet 2500 HD Crew Cab truck to be used by Fire Prevention. This includes all costs incidental and related thereto or to act anything thereon or thereunto.

Explanation: This new vehicle will replace a 2013 Chevrolet truck with approximately 89,000 miles. The current vehicle has areas of rust and rot, has sustained an engine compartment fire and has been in multiple accidents. It is the District’s intention to trade in two vehicles to offset the cost of the new truck.
